In these IR simulators the impact of varying the Water Vapor in terms of humidity provides some insight as to how WV can saturate the absorption of IR in the atmosphere.

This graph below shows from MODTRAN the result of the simulated radiative forcing looking downward.  Notice how the curves stop increasing at humidty levels above 5%.  That would mean clearly that increasing CO2 concentration levels does not impact the energy out of the earth's surface.
