The perecapita generation of CO2 emissions have had an interesting trend.
In the industrialized nations the trend is either flat or declining over the past 40 years. This would suggest that if the developing countries could climb the economic ladder more rapidly then total emissions would be less over time. Subsistance economies that burn wood for energy are high in their emissions per unit of energy.
China and India are clearly increasing their emissions on a per capita basis and no policy being proporsed, including the Paris Accord, will change that.
