The atmosphere simulators like the one below, and formulated on the basis of lookup tables. The Stephan-Boltzman total energy radiated from a black body uses a Planck curve for its distribution over the various wavelengths.
The blue curve can be computed for various altitudes and humidity levels. This curve done at low altitude of 1km shows the window to outer space reducing the energy around 10um. Much more can be said about these kinds of results from MODTRAN, HITRAN and others as they also seem to show the large radiation from earth, which indeed cannot happen.
