NOAA adjusted its dataset, HCN by a significant amount, as shown below. As one can see the adjustments line up quite well with the need to add to the AGW argument. This led a whistleblower to object to the methods being used.
Even a good number of scientists petitioned NOAA to use correct methods in processing data.
This is not unique to NOAA or this dataset. Even earlier in calendar time, GISS did away with the high temps of the 1930s in favor of showing the claims of AGW and the hottest temperatures were after 2000.
